EU PPWR Pet Food Packaging: An RFQ Checklist Before August 2026

For pet food brands selling into the EU, a packaging brief now needs to connect product protection, bag construction, market destination and evidence planning. This guide explains the questions that should be clarified before a supplier comparison or technical review.

Definition: what changes in a pet food packaging RFQ?

The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, is a regulation covering packaging and packaging waste placed on the EU market, regardless of material or origin. For an overseas pet food packaging buyer, the useful response is not to assume that every existing pouch needs immediate redesign. It is to turn the RFQ into a traceable project brief: what is packed, where it will be sold, how the pack is constructed, and which claims or evidence must be validated before launch.

The European Commission states that the PPWR entered into force on 11 February 2025 and will generally apply from 12 August 2026. Current, project-specific review is more useful than relying on a generic “recyclable bag” description.

Decision checklist: six inputs to provide before asking for a quotation

  1. Destination and responsible party: identify the EU country or countries where the finished pet food will be placed on the market, plus the importing or brand entity responsible for the project.
  2. Product and packing conditions: state whether the pack contains dry kibble, treats, powders, wet food or another product; include fill weight, storage conditions and any relevant aroma, grease, moisture, light or puncture risks.
  3. Format and components: name the requested pouch or bag type and list every functional component: zipper, slider, valve, handle, clear window, spout, label, sleeve or separate closure.
  4. Material direction: describe the intended structure or select “please recommend”; do not treat a material abbreviation as proof of recyclability, suitability or legal conformity.
  5. Claims and artwork: identify any intended recycled-content, material, disposal or environmental claim before print approval. Claims require project-specific review.
  6. Validation plan: agree what samples, filled-pack checks, filling-line trials and documentation are needed before bulk production.

No route is automatically best. A mono-material direction, for example, is a packaging-development question that still has to protect the specific pet food and work with the chosen features. A conventional structure should likewise not be assumed to meet every market requirement without review.

Numbers and timing: use the published dates carefully

The immediate date to understand is 12 August 2026, the general application date stated by the European Commission and Article 71 of the Regulation. The Regulation sets later dates and conditions for specific measures. Article 12, for example, states that harmonised material-composition labelling is to apply from 12 August 2028 or 24 months after the relevant implementing acts enter into force, whichever is later.

For procurement teams, the practical lesson is simple: do not freeze artwork or make broad material claims based only on a calendar date. Ask which provisions, implementing measures, market obligations and technical records are relevant to the actual pack. This is especially important when a product has several packaging components.

What to document for a functional pet food pouch or bag

Pet food packaging is not only a front and back film. A zipper, slider, valve, handle, window or label may matter to both the user experience and the technical review. Record each component in the RFQ, identify whether it is integral or separate, and keep current technical information available for the final project file. The PPWR text refers to technical documentation for demonstrating applicable packaging requirements; it does not make a supplier’s early concept image a final approval.
